Will I need power supply adapter if I order Small Package
Yes. DVD Red PRO requires power supply adapter for it's operation. Selling Small Pack, Dimax provides you an option to use your own power supply. You can use a wide range of power supplies available in your country. All you need is to make sure the power supply you are going to use is compliant to the following specification

Should I disconnect power from DVD Red PRO when I do not use it
It's up to you. DVD Red PRO will not fall out if you will leave it powered while you do not use it. It will also not reduce it's live time. DVD Red PRO power consumption in idle state is very low so you should not worry about it as well. From the other side if you prefer to disconnect power while DVD Red PRO is not used and connect it back before you are going to record something - it is also OK.
